The first and second examinations of professors of a University of Applied Sciences at the University of Osnabrück in the field of health science and education are regulated by the doctoral regulations. These state (paragraph 4, section 4):

"Professorinnen oder Professoren von Fachhochschulen können Erstbetreuerin bzw. Erstbetreuer oder Zweitbetreuerin bzw. Zweitbetreuer sein.² Im Fall der Erstbetreuung muss die Professorin oder der Professor der Fachhochschule die Anforderungen der Anlage 6 erfüllen, zusätzlich ist eine gleichberechtigte Erstbetreuung durch eine Professorin oder einen Professor der Universität, die/der Mitglied der Universität ist, erforderlich („doppelte Erstbetreuung“)."

This means that, for the first time, initial supervision by a professor is possible for a doctorate in Lower Saxony.

The regulation corresponds to the fact that often the scientific topic and technical supervision of a doctorate is carried out by a professor of a university. In the past, in such a case, the professor of the university could only take on the de jure role of second examiner.
