Enrollment at Osnabrück University of Applied Sciences
A study place offer has been made - what happens now?
Applicants who have received an offer of a study place will receive an admission letter (admission-restricted degree programs) or an information letter (admission-free degree programs) from Osnabrück University of Applied Sciences as a digital document via the online application portal in addition to an information email.
This document contains important information on the individual enrollment modalities and deadlines to be met for enrollment. It is essential that you read this letter carefully and, if possible, have the documents listed there ready as a PDF file for online enrollment!
Enrollment takes place exclusively online via the university's application portal. As part of the online enrollment process, you will then submit the declarations required for university studies and upload the documents listed in the letter of admission/letter of information.
In cases of doubt, we reserve the right to request officially certified copies or the submission of original documents to verify the information provided.
Below you will find information on some of the important declarations and documents that the university will ask you to provide individually during the online enrolment process. These vary depending on the admission requirements for the degree program and the information you have provided in advance in the application portal.
Here is a brief description of the entire enrollment process.
1. Acceptance of the study place in the university's application portal:
After receiving the letter of admission/letter of enrollment, please accept the study place via the university's application portal.
2. Complete the online enrollment via the application portal:
Please submit all required declarations and upload the documents/evidence named in the letter of admission/letter of enrollment.
If individual documents are not yet available, please submit them as soon as possible by e-mail to the relevant course administration department in the Registrar's Office at Osnabrück University of Applied Sciences (see letter of admission/letter of enrolment for contact details).
Please note that full enrollment can only take place once all required documents have been sent to the university and the required fees have been paid. If deadlines set by Osnabrück University of Applied Sciences are not met, your application for enrollment may be rejected by the university.
3. Registration for health insurance:
Contact the statutory health insurance company to arrange for electronic health insurance registration with Osnabrück University of Applied Sciences, here you will find detailed information.
4. Provisional enrolment in the degree program applied for by the Registrar's Office:
The university's Registrar's Office (Enrolment and Examination Office) will provisionally enrol you in the degree program.
You will receive an e-mail notification of enrollment with a note on obtaining a university ID and a first password for the university's INTRANET.
5. Retrieval of the payment request in the university's INTRANET - payment of the semester fee and, if applicable, other fees
Please retrieve the payment request from the mailbox for documents in INTRANET and check that the postal address is correct. If you already have a semester address, you can enter it in INTRANET. If the address data is incorrect, please correct it.
Please pay the semester fee for the first semester (and any other fees specified in the request for payment, depending on the degree program) by the deadline specified in the request for payment.
6. Upload a photo/passport photo for the CampusCard
Once the semester fee has been paid and all required documents for online enrolment have been uploaded, you will receive a request to upload your photo for the CampusCard (university ID card). The ServiceDesk of Osnabrück University of Applied Sciences will create your CampusCard and send it to the postal address you provided.
7. Information on retrieving the Deutschlandsemesterticket (ticket for public Transportation)
You will receive an e-mail with the information required to retrieve the ticket for public Transportation/Deutschlandsemesterticket (if your degree program entitles you to do so). Information on the Deutschlandsemesterticket for students enrolled at Osnabrück University of Applied Sciences can be found here.
The following educational qualifications entitle prospective students to study at a technical college in Lower Saxony:
General higher education entrance qualification
This is certified by the graduation diploma.
Degrees for advanced technical college entrance qualification in Lower Saxony
- Degree from a technical secondary school
- Degree from a two-year technical school of specific fields as long as secondary qualification I was acquired first
- Certificate of advanced technical college entrance qualification from the relevant authority (the school at which the academic component of the advanced technical college entrance qualification was acquired or the vocational school) for training programs consisting of an academic and practical component
If your certificate bears the statement that the "academic component of the advanced technical college entrance qualification" has been satisfied, you always require the practical component of the advanced technical college entrance qualification as well. Only when both are available can the relevant authority issue the required advanced technical college entrance qualification.
Please note with regard to point 3: The advanced technical college entrance qualification must be verified by a certificate from the relevant authority; submission of certificates and written documents concerning academic and practical training is not sufficient. If the degree was acquired in Lower Saxony, the certificate is issued by the school at which the academic component of the advanced technical college entrance qualification was acquired or the vocational school attended as a part of the training program.
Degrees for advanced technical college entrance qualification obtained outside Lower Saxony
An advanced technical college entrance qualification acquired in other States of the Federal Republic of Germany is recognized in Lower Saxony. Please note that, if the advanced technical college entrance qualification consists of an academic and a practical component, the relevant authority must issue a certificate of advanced technical college entrance qualification. In case of doubt, please contact the University Registrar of Osnabrück University of Applied Sciences.
Completed specialist preparatory vocational training
Professional qualifications entitling prospective students to unrestricted study at the technical college include:
- The master's certificate or a completed training course as a certified technician or as a certified economist
or
- A further training qualification on the basis of an advanced training regulation according to Article 53 or 54 of the German Vocational Training Act, Article 42 or 42a of the Handicrafts Regulation Law (e.g. business administrator or certified marketing expert from various subject areas) comprising at least 400 hours
Professional qualifications entitling prospective students to restricted study at the technical college include:
- A degree from a training program of at least three years in a recognized occupation followed by at least three years exercising the learned occupation. The professional qualification must be demonstrably related to the pursued degree program. The University will decide on the relevance of the qualification.

If you have received an offer of a study place from the university, you must upload the documents listed in the letter of admission or letter of enrolment, preferably in PDF format, for online enrolment. As a rule, these are the school-leaving certificates (or, in the case of Master's degree programs, the university degree) in the original language and, if applicable, as a translation into German.
Enrolment is carried out by the university on the basis of the documents and evidence submitted with online enrolment. You must submit these documents to the Registrar's Office in the original or as a certified copy for comparison by the start of lectures.
From 1 December 2021, the new electronic student registration procedure of the statutory health insurance companies will apply. This new electronic reporting dialogue between the health insurance companies and Osnabrück University of Applied Sciences enables paperless communication and sustainable optimization of the reporting procedure.
Generally speaking, you must have sufficient health insurance coverage to be able to study in Germany. An exemption is only possible in exceptional cases (private health insurance).
In the past, students had to submit a paper document from the health insurance company to enroll at a university. From now on, this "document" will be made available to the universities digitally by the health insurance company!
Students are subject to the statutory health insurance obligation. An exemption is only possible in exceptional cases (private health insurance).
For enrollment, the university requires an electronic notification from a statutory health insurance company as to whether or not statutory insurance exists.
For this purpose, please ask your statutory health insurance company to check your insurance status, which you will have at the beginning of your semester (01.09. for the winter semester or 01.03. for the summer semester), and ask them to send it to Osnabrück University of Applied Sciences in electronic form. The health insurance company will then transmit your insurance status directly to Osnabrück University of Applied Sciences using the electronic notification procedure. The further submission of health insurance certificates in paper form is not required! The university will also confirm your enrollment to the health insurance company via the electronic registration procedure.
In principle, the statutory health insurance fund with which you are or will be insured at the beginning of your studies is responsible for the electronic health insurance registration.
Important: Even if you are privately insured and are exempt from compulsory insurance, your insurance status must be checked by a statutory health insurance fund and transmitted to the university. Prospective students who are not insured by the statutory health insurance at the beginning of their studies should contact the statutory health insurance with which they were last insured, or any other statutory health insurance.
If you are insured abroad, your insurance status must also be checked by a statutory health insurance company and electronically transmitted to the university.

Enrollment in a degree course at Osnabrück University of Applied Sciences may be refused in accordance with Section 3 (2) No. 3 of the Enrolment Regulations of Osnabrück University of Applied Sciences if applicants suffer from an illness as defined in Section 34 of the German Protection against Infection Act (Infektionsschutzgesetz) or, if such an illness is suspected, if they fail to provide a required official medical certificate.
In the course of online enrollment, you must state whether you have an illness within the meaning of Section 34 of the Protection against Infection Act.
If you have such an illness, this must be stated during online enrolment. The university will then check whether this illness could pose a risk to students or employees of the university. Within the scope of the discretion to be exercised by the university, the actual risk of infection and the expected duration of the illness must be taken into account.
Enrolment at Osnabrück University of Applied Sciences may be denied in accordance with Section 3 (2) No. 3 of the Enrolment Regulations of Osnabrück University of Applied Sciences if the applicant has been convicted of a criminal offence against life, sexual self-determination, physical integrity or personal freedom, if the offence and the conviction are not yet subject to a prohibition of conviction and if the nature of the offence committed is likely to endanger or disrupt the course of study.
This means that persons who have been convicted of an offense against life, sexual self-determination, physical integrity or personal freedom must indicate this when enrolling online. If you state that you have committed a criminal offense, the staff at the Registrar's Office will contact you by email. They will then check whether the nature of the offense committed is likely to endanger or disrupt your studies.
No convictions that are subject to a ban on utilization under Section 51 of the Federal Central Criminal Register Act (BZRG) need to be specified. This applies to entries on convictions that have been or are to be erased from the register. Furthermore, no information on convictions must be provided if these are not to be disclosed in accordance with Section 53 BZRG. This applies to convictions that are not to be included in the certificate of good conduct, e.g. convictions resulting in a juvenile sentence of no more than two years if the execution of the sentence has been suspended. Convictions for fines of no more than 90 daily rates and prison sentences of no more than three months also do not have to be entered, provided that no other sentence is entered in the register.
Persons who are already enrolled in a Bachelor's degree program at another university and wish to enroll in another Bachelor's degree program at Osnabrück University of Applied Sciences must indicate this when enrolling online.
According to § 11 of the enrolment regulations of Osnabrück University of Applied Sciences, students of Osnabrück University of Applied Sciences can only be enrolled in a further, admission-free degree program if it is possible to study both degree programs at the same time.
If a student is already enrolled in a degree program with restricted admission, enrollment in another degree program with restricted admission is only possible if the degree program complements the first degree program and if it is possible to study both degree programs at the same time.
These conditions also apply if an application is made to enrol in a further Master's degree course at Osnabrück University of Applied Sciences in addition to a Master's degree course already taken up. During the online enrolment process, you will be asked to provide a justification for parallel studies and to upload a transcript of records for the Bachelor's or Master's degree program you first enrolled in. The university will then check whether parallel enrolment is possible.
